Like most vigilantes, people aren't quite sure how to accept the Arrow. As the Hood he was quite clearly a killer, even if his motives were good there wasn't enough to justify murder. Knowing that himself, he became the Arrow, a more heroic figure, but still one who lived in the city's shadows. Detective Lance has went from having an uneasy relationship with him, to fully trusting and supporting him, and now wants to totally bring him down, and the attitudes of Starling's residents probably reflect something similar. In the comics, however, Green Arrow is very much an heroic figure, a saviour of the city, protector of the downtrodden, and he is very much acknowledged as such and loved by the masses. If the show is going to turn the vigilante into a character more like his comic counterpart, then having him become a more obvious hero seems like a fairly natural progression. It may be that Detective Lance still refuses to trust him or work with him, understandably so, but if he's saving the city and showing off more of a personality as a funny, good-natured hero, then it won't be long before the people of Starling - or should that just be Star now? - come to love the Green Arrow.
