8. The Mayor
Following Buffy's misadventures with Angelus in Season Two, there was a lot of pressure to make another great villain. Thankfully, fans were not disappointed when Mayor Wilkins showed up.
Harry Groener's performance strikes the perfect balance between charming and creepy. He talks to both his friends and his enemies in a friendly manner, but beneath the surface, you can tell he's a twisted individual.
This distinctive way of speaking makes the Mayor a bit of a scene-stealer in Season Three. His exchanges with Faith are particularly good, and the scene in the library in 'Graduation Day, Part One' is a standout as well. The Mayor also has the privilege of eating Principle Synder, which is easily one of the best death scenes in the show.
Though Angelus is probably the best Big Bad overall, the Mayor was a worthy successor with plenty of memorable moments.
