Though the series' big villain wasn't officially one of the main cast - actor Casper Crump was only credited in a recurring capacity - he's being included on this list solely due to his importance in the first season, serving as the ongoing issue through time the Legends gathered together to destroy.

Compared to great Arrowverse villains like Deathstroke, Reverse-Flash, or Zoom, Savage ultimately didn't quite live up to what he could've (and should've) been, thanks in no large part to the character's frequent lack of menacing screen presence.

On top of that, fans were never given the chance to get to know Savage beyond the smug, lip-curling leers and time-hopping villainy, the character never earning the kind of love/hate feelings his better predecessors garnered from fans that allowed us to both celebrate and mourn their defeats and subsequent exits from their shows. As a result, Savage's biggest crime was falling flat as a character, and one who likely won't be missed by many by the time the second season rolls around.
