8. Resurrection Of Rassilon

Rassilon has had mixed reviews in the annals of Time Lord history. Sometimes he is regarded as the heroic founder of Time Lord civilisation, whilst in other reports he is said to be a tyrannical megalomaniac. When he appeared in The End of Time he certainly seemed to be leaning more towards the latter of those two, but we saw very little of Rassilon's personality or his approach to warfare. All we really know is that he was desperate to ensure Time Lord survival. It's not entirely clear what Rassilon's role was in the Time War, or why/how he was brought back to life, but this could be explored in a War Doctor spin-off. Friend or foe, Rassilon would no doubt have a big part to play.
