With the Doctor finally reaching his regeneration limit, Eleven slowly grows into an old man. With everyone involved in the Siege of Trenzalore fully aware that the Doctor is dying, the battlefield becomes a gruesome stalemate. But just before the Doctor finally dies of old age, Clara Oswald apparently saves the day again. Whovians already know Clara has been written into of the most important characters ever, but does she really have the ability to persuade a planet of Time Lords with a 30 second monologue? As convincing as she may be, it could also be possible that the Time Lords decided to reset the Doctor's regeneration cycle because they've already seen the 13th doctor somewhere before. During the climax of the 50th anniversary, a Time Lord general proclaims that all 13 Doctors transmitted themselves to the command room and showed up to save Gallifrey. If it took 13 Doctors to successfully save them from the Time War, then perhaps that's why they granted the Doctor more regenerations. "Grant the Doctor a new cycle so he can go back in time to help save Gallifrey" sounds a lot more persuasive than Clara's tears (debatable to some). Resetting a Time Lord's regeneration cycle is a big deal in Doctor Who lore. It's not something done often because it goes against Time Lord DNA that Rassilon helped form. But this theory helps explain the reasoning. Now it's a matter of "The Time Lords know to reset the Doctor's regenerations because they've seen the 13th Doctor before, but they've only seen the 13th Doctor before because they reset his regenerations". Classic case of "chicken and egg".
