The Doctor has always been careful about not revealing too much of the future to the past in his actions or words...yet somehow it didn't always occur to him to make sure his clothes did the same. Some outfits have practically screamed, "Look at me; I'm a time traveler!" It's frankly amazing he never attracted more attention than he already had. Time travelers are supposed to blend in and appear fairly inconspicuous to avoid accidentally changing history, and to accomplish this, anything they wear should appear mostly normal. That's not to say that it can't have a quirky sense of style, but it shouldn't really be anything too offbeat since it would defeat the whole point of remaining inconspicuous. The Ninth and Tenth Doctors were excellent examples of wearing a normal outfit--at least by twenty-first century standards (Eleven was pushing it with the bowtie, but it still fell within acceptable parameters). Even when they visited the past, their outfits never attracted too much undue attention and didn't give an indication that they were from another, completely different time. (Their actions, on the other hand, attracted lots of attention, but that's another story.) The Sixth Doctor's outfit, however, is perhaps the chief antithesis of the normality principle...for reasons I think we all understand (poor Six).
