7. Omega

In "The Three Doctors", the dark matter creature was scary. The big jewel-like creatures that herded the Doctors inside Omega's fortress were odd. The threat of being stuck in a dark matter universe was unpleasant. It was interesting that Omega could control constants of physics. But Omega himself was pathetic. He no longer existed outside of his own mind, and he lost his temper easily.

The entire plot was simply reversed and life put back to normal when he got so angry over a gift that he broke it, then lost control of the dark matter world and it ceased to exist. No problem with that simple of a solution can be impressive.
