Doctor Who: 10 Most Underwhelming Villains Ever

3. The Jagrafess

Jagrafess

Here, we have an apparent puppet-master that is killing people who get too smart. What's on floor 500 that people don't come down from it? Only a puppet-master called the Editor and his own boss, the Jagrafess. But in all honesty, the Jagrafess isn't seen doing anything other than hanging there and showing off its pointy teeth. It briefly seems like a menace since it is apparently the Editor's boss, controlling the population by controlling the news, but soon enough, the Daleks reveal that the Jagrafess was actually their puppet, just as the Editor and the dead bodies controlling the computers on floor 500 were the puppets of the Jagrafess.

We don't know if the Jagrafess had its own motivation or what it actually did to the humans. Then the Jagrafess died by the very simple process of heating him up to room temperature, which caused him to explode. No connection, even to the motivation of the Jagrafess, and a simple defeat. What's the point of such an opponent?
