4. Max Capricorn
Just like Matron Cofelia, Max Capricorn was overshadowed by his creations. Two major differences leave him a less impressive villain and higher on this list. First, the "Heavenly Host" (the angelic robots) were actively trying to kill everyone on board, making them far scarier than the Adipose. Second, Max wasn't revealed as a real person or as someone on the ship at all until the end of the episode, so viewers had forty-five minutes to worry about the Host, and maybe five minutes to hate Max for intending to destroy the earth. Rather than being an intimidating villain, Max was a weak foreshadow of Davros in his life-support wheelchair, and a pathetic individual who let emotionless robots do his dirty work for him. He was not scary in the least.
