2. Dalek Caan in "Journey's End"

Dalek Caan opposed the Doctor in the Battle of Canary Wharf ("Doomsday"), and also in New York ("Daleks in Manhattan" and "Evolution of the Daleks") but by the time he'd escaped the time lock on the Last Great Time War, he had gone crazy, gained an ability to predict the future, and gained sympathy for the Doctor.

While virtually all Daleks are the enemy during the three-part season finale, and even Davros, their creator and prisoner, is the enemy, Caan just giggles and talks about how the Doctor is coming, how the Children of Time will join together, and how one will die, yet he deliberately neglects to mention that the Doctor will stop the Dalek plot again. He just laughs even more at the knowledge.

Dalek Caan would be at the top of this list for underwhelming villains, but it could be argued that in this set of episodes he was only there for comic relief, rather than to be a villain. Therefore, the top spot instead goes to...
