3. Rassilon The Revenger
The last time we saw the now former Lord President was in series 9's Hell Bent. Sadly the showdown between the Doctor and Rassilon was more of a letdown, with the latter unceremoniously kicked off Gallifrey with his ceremonial robe between his legs. Clearly this version of Rassilon can't handle a gauntlet like his badass Bondian predecessor.
The comic series Supremacy of the Cybermen picks up Rassilon's story following his banishment, where he combines forces with the deletion specialists. And it's here where the TV series could use as source material by tying in the Master's own alliance with the Cybermen to create some amalgamation of all-out awesomeness. That's not to mention Rassilon would be understandably pissed off discovering that his beloved Gallifrey has been destroyed (yet again) by the Master. Poor Gallifrey, it really doesn't know whether it's coming or going.
Plus, you throw the Doctor into the mix, who'll be wanting answers from the co-founder of Time Lord society following the mind-blowing Timeless Child revelations, and you've got yourself an almighty Mexican standoff. Let the dream casting commence!
