10. The Fifth Doctor (Peter Davison)
Peter Davison is one of those Doctors who people don't feel strongly about either way. Sure, the majority of fans agree that he was good in the role, but you're never going to see him at the top of a "best of all time" list.
As such, a Davison cameo wouldn't get the same pop that a Tom Baker cameo would, but considering that he's nonetheless a well-liked Doctor, he's another safe choice for RTD to wheel out for the 60th.
Adding an extra level of fun to such an appearance would be the meta factor. Davison's daughter, Georgia Tennant, played the Doctor's daughter in the 2008 episode of the same name, and on that set, she met her future husband, David Tennant - meaning that the Tenth Doctor is the Fifth Doctor's son-in-law.
Okay, we'll say it... "wibbly-wobbly timey-wimey".
There's a lot here to suggest that Davison would be a good choice for a 60th comeback, but at the same time, he just isn't a Doctor who people are clamouring to see more of, and he's arguably one of the least-interesting picks to go with.
RTD has worked with him before though (in the 2007 minisode Time Crash), so their existing relationship might work in Davison's favour.
