18. Freddie Thorne
Freddie Thorne was a childhood friend of Thomas Shelby and his comrade in the World War I. He became a member of the communist party, which caused a rift between the two men. The relationship between them is weighted with history and their mutual respect is clear, even if they don't trust each other anymore at the time of the first season.
Freddie will be remembered predominantly for his secret affair with Ada Shelby, a relationship which was refreshingly romantic in a show where the love between husbands and wives isn't exactly potent. Freddie clearly cared for Ada and it gave his character a level of empathy which was rare on a series of killers.
Unfortunately, the decision to kill Freddie offscreen (whether narrative or logistical) between the first and second seasons caps off Freddie's story with an unsatisfying ending. The lack of proper closure makes it hard to look at the character's arc as anything other than unfinished.
