Marvel Comics

Before Marvel's Civil War, Nick Fury discovered Latveria was supplying tech to supervillains on US soil. Despite Fury's concerns, the President decided to deal with the situation diplomatically. Furious, the eyepatch-sporting soldier lead a coup against Latveria without the government's consent.

When it became public knowledge that Fury went against the President's wishes to to topple a government, Nick had no choice but to go underground. Even when the world was falling apart during Civil War and World War Hulk, the ex-leader of S.H.I.E.L.D. couldn't intervene without being arrested for crimes against humanity.

But that didn't stop Fury from being proactive. Before he went into hiding, Fury stumbled upon the Skrulls' plans to infiltrate Earth. After going underground, he had a lot of time in his hands, and thus he prepared for the invasion by setting up his own squad called the Secret Warriors. Only after the invasion was in full-swing did Fury reveal himself and help the heroes of Earth turn the tide of battle.

Despite helping end the war, Fury was still a fugitive, and so he went back into hiding. Nevertheless, he constantly monitored the heroes' activities and unofficially helped them when he could.
