The Ferengi are possibly the most notorious businessmen in the entire galaxy, and not because they're so trustworthy. They are some of the most well known cheats in the Alpha Quadrant. It's common knowledge that if you do business with them, you're going to get soaked for a lot of extra Latinum.
This can happen in a myriad of ways, though the favored method among the Ferengi is to tack on as many extra fees and taxes as possible. When acting as intermediaries between the Federation and a Gamma Quadrant species, it came to light that the Ferengi used the opportunity to skim as much as possible via fees the Federation knew nothing about.
None of this is surprising. What is surprising is that the Ferengi tend to take great offense to any who suggests that they are anything but honest and forthright. It's honestly hard to tell if they're even fully aware that what they're doing is wrong, though that might just be an act.
