Of course it's not a cheat. Ask yourself this: is the body Picard ends up in at the end of his titular show the same one he starts it in? No. Is that former body still alive? No. Then there we are, it's a death.
Had a second season of the show not been announced way back in January, you could have been forgiven for thinking that Picard was going to be another Logan moment for Jean Luc Picard's iconic character. This was, after all, a character with "red in his ledger", "unfinished business" and "one last mission" in his crosshairs. In short, he SHOULD have been killed off.
And then it turned out he had a brain abnormality and the stars looked to have aligned again (as if CBS would EVER kill Picard off properly!!). He does get a chance to lay down his life for his cause and for synths (the most fitting of ends for him given his past) and it is genuinely sad when he goes. But then he comes back a couple of minutes later, so it's not really a big one.
And then they had to spoil it all by saying something stupid like "gollem."
