9. Noah

Noah was introduced as Dawn Lerner's bitch at the Grady Memorial Hospital, and his life didn't get much better from there. The problem was that the show tried to solidify Noah as one on the peripheral members of Rick's group, but with no real need to.
Viewers never knew Noah's surname, much about his life before the outbreak, or even what his favourite brand of post-apocalypse candy bar was.
Always on hand with a mop (and a lollipop) to clean up other people's messes, Noah was one of the only people who showed kindness to Beth during her time at the hospital. He bowed out a whole six episodes after her, and that is a lot of screen time when you haven't developed a character of your own.
However, with credit to Noah, he did get the glorious gory death of being devoured against the clear glass of a revolving door. Even five seasons in and The Walking Dead can still pull a shock kill - it might actually have immortalised him as a great character....if anyone cared who he was in the first place.
