After Black Adam left the Justice Society, he returned Kahndaq, overthrew the tyrannical government, and made himself ruler. Because he has a tendency to violently slay criminals in public, many Kahndaqis believed he was no better than the corrupt regime he replaced.

When a refugee and slave called Adrianna Tomaz challenged Adam's dictatorship, he pointed out that his actions were a necessary evil to keep Kahndaq safe. After pressing the issue for weeks on end, Adrianna managed to convince Adam to rule Kahndaq through peaceful means.

Adam was so won over by Adrianna's passion, he married her and shared his power with her, turning her into the superbeing, Isis. When they found Adrianna's missing brother, Amon, Adam split his power yet again, turning him into the superhero, Osiris. The trio spent the next few months travelling through the Middle-East, rebuilding homes and freeing enslaved children.

Sadly, things never end well in comic books. Doctor Sivana's minions had Osiris killed and lethally poisoned Isis. Before she died, she told her husband she was wrong trying to quench his bloodlust. Believing he was carrying out his wife's dying wish, Adam allowed his rage to consume him, making him more violent and tyrannical than ever.
