2. Clownface
The idea behind Clownface is simultaneously ingenious and terrifying. This villain begins life as a mute, elderly man living on the streets.
It seems an odd way to start out, but that's because he was actually a stray piece of Clayface's body who’d gained just enough sentience to take the form of an old man. Because of his, seemingly, poor state the man was taken in to Arkham Manor for rehabilitation.
Once at Arkham Manor, he's discovered by an undercover Joker who realizes what the old man really is. Joker injects the old man with Joker Venom and transforms him into Clownface.
At this point, you have a villain with Clayface's strength and abilities and a dash of Joker's murderous psychopathy.

Clownface goes on to terrorize the residents of Arkham Manor acting as Joker's mindless killing machine. Because of his ability to shapeshift, Clownface looks absolutely terrifying as he stalks the halls of Arkham.
Like, remember when Joker cut off his own face? Clownface looks like that cut off face, but as a whole body. Does that make sense? No, it totally doesn't? Just google him.
