4. Scarecrow (DC Comics)

DC ComicsTerrifying: that's the only way to describe the Scarecrow outfit. He's called the Scarecrow and he dresses like one - it's as simple as that. Scarecrow is the villainous alter ego of Batman rogue Dr. Jonathan Crane. His theme is fear and he uses his look to embellish and amplify that theme - and it really works for him. Wearing a raggy old hat filled with straw for hair, a burlap sack with a built-in re-breather as a terrifying mask (which doubles as a gas mask in his fear experiments) and old brown rags for the rest of his outfit, he really is one scary looking fellow. The fact that the outfit comes with a number of in-built gadgets which emit fear gases and hallucinogens to make him (and everything else) appear more terrifying than they actually are, this awesome outfit achieves exactly what you'd expect it to achieve, given the name of the villain who wears it.
