10 Most Dangerous Comic Book Villains That Don't Have Any Powers

1. Ozymandias

Ra's Al Ghul
DC Comics

Created by Alan Moore and Dave Gibbons, Adrian Veidt is the main villain in the seminal comic series, Watchmen. He is a former vigilante that made millions and was renowned for his humanitarian efforts. Secretly though, he plotted to save the world by killing millions of people.

Due to his genius-level intellect and unmatched understanding of human psychology, he was deemed 'World's Smartest Man'. He also the pinnacle of physical fitness with reflexes fast enough to catch a bullet. His most comprehensive skill was balancing both his legitimate and criminal empires, as he built them so he could enact his ultimate plan.

To force the world to unite under the false threat of an Alien invasion of New York, which killed millions of people.

Ozymandias's danger comes from the fact that he succeeds with his plan and even convinces most of the world's heroes to maintain the lie. To him, the death of millions of innocent people was a small price to pay for world peace. The nature of the other comic villains is that they will always eventually lose despite what they manage to achieve. As Watchmen is a self-contained series, Ozymandias's actions stand as one of the greatest threats to humanity.

However, both HBO's Watchmen TV series and DC's Doomsday Clock attempt to act as a sequel to the classic comic. Time will tell if one of them will manage to become accepted as a true sequel, or fall to the wayside like the Before Watchmen comic series.
