5. Batman's Incompetence Turned The Police Against Him
After Tim Drake took a sabbatical as Robin, his friend, Stephanie Brown, took on the mantle of Batman's sidekick. However, she used excessive violence on her first mission, forcing Batman to fire her. Desperate for his approval, Brown tried to a find a way to redeem herself.
Brown learned that Batman had a contingency plan prepared in case the Gotham gang leaders declared a turf war. Brown initiated the first phase of this contingency and tried to defuse it, hoping it would help her get back in Batman's good graces. Sadly, Brown couldn't contain the situation, which led to a citywide war.
Batman felt responsible, not only because the gang-war was caused by his contingency, but also because his decision to fire Brown essentially initiated it.
As the war escalated, Batman ordered the commissioner, Michael Akins, to give him control of the police, since he believed he could resolve the issue more efficiently. Akins went berserk, saying the superhero was completely out of line. When Batman sought out Jim Gordon (who was retired by this point,) he dismissed Bats, saying he was in the wrong.
Batman mishandled the situation so badly, it took a long time for the GCPD to trust him again.
