2. Same Villains, Same Battles

Batman has one of the most well-known rogues galleries in comics history. All of the Dark Knight's villains have a classic story like the Head of the Demon Saga or The Killing Joke, with stories like Hush starring villain after villain, facing off against the Caped Crusader in service of a grand scheme.

For every Arkham Asylum, there is another paint by numbers story where Batman faces off against one of his long list of enemies. There is nothing wrong with these stories as they are perfectly serviceable but not very memorable. Bane always wants to break the Bat and rule Gotham, while Penguin wants to get rich and powerful.

New Batman villains are a rarity, and it's even rarer for them to stick around. The Court of the Owls is the most recent new villain to make an impact on the Batman mythos, but most new characters come and go in an instant.

DC is hesitant to pit Batman against new villains as they know if Batman faces off against Joker or Bane or even Penguin, the comic will sell better than against an unknown or lower-tier antagonist. The end result is that it can make the series seem stagnant, with Batman's landscape doing little in the way of change.
