2. The Riddler

Batman's second greatest and most iconic foe next to Joker, The Riddler's presence in the previous games has always been more hands-off, putting you through many a mind-bending ordeal and occasionally asking you get involved saving a hostage or two. Come the close of Arkham City though and you'd apprehended him, securing his head with one of the devices given to his hostages that forces him to wander forward aimlessly. The fan theory goes that not only have Rocksteady been sitting on unleashing the true power of The Riddler's potential on you, but in-character his time trapped in this machine has warped his mind and physique into much more of a fighting machine. It's definitely far-fetched as Riddler is always portrayed as a character who is somewhat 'above' fighting thanks to his advanced intellectual skills, but then again nobody had done a Hulk-style Joker like in Asylum or killed him off in such a definitive and meaningful way until that moment in City either, so it's not like Rocksteady aren't up for reversing expectations.
