It must be a FINE.LINE regulating a freeform pirate life-inspiring open world, alongside trying to make sure the majority of people don't just play like a-holes.

Because right now, many people are realising the benefits of camping out on any of the game's Outposts by waiting to ambush players when they come in with bounties. With no armour upgrades all it takes is a well-placed shot to put anyone down and boom, you've just had an afternoon's worth of play stolen.

It goes against the otherwise genius inclusion of putting bad or annoying players into the ship's brig, which is a great way to communally address those trying to break the game or get in the way.

Again, this is supremely hard to get right, but there should be SOME repercussion for those who go out of their way to ruin other players' days, or those who know they're building up what would be a "wanted level" in any other game.

The Division's free-for-all Dark Zone had such a thing, meaning the more you slaughtered players, the more of a bounty you'd accrue, and the more people would come after you. Something similar would be perfect - perhaps seeing one of the factions put a Wanted poster out for that player, that either the former victim or others could pick up.

ANYTHING that at least addresses how one-sided and cheap this part of the game can be, could work wonders.
