5. A Story Creator Mode

Somewhat related to that last point about customisation, how awesome would it be if the game included a Story Creator mode, allowing players to design their very own adventures within the Doctor Who universe?

For those unaware, a Story Creator mode (like the one seen in Assassin's Creed Odyssey) is basically a quest creation tool. Players could choose a villain, a Doctor, a location, a time period, dialogue, and some companions, and then apply those parameters to one of several pre-determined mission objectives provided by the game.

Say there's an objective to "escape the base!" You could pick the Third Doctor, Rose, a sinking submarine in the 1980s, and the Sontarans, creating your own little story mission. You could then upload this mission to the net, making it available for other players to try (and other players' missions would also be available for you to download too).

Like we previously mentioned, a convincing open world simply won't be possible in this game. The Whoniverse is too vast and deep, with so many different planets and races and characters and organisations. But a Story Creator mode would allow Maze Theory to fit in as much of this stuff as possible.
