For me, the moment that Arsenal unveiled Mesut Ozil as new signing was when something changed in the way the club went about their business. I think Arsene Wenger deserves an awful lot of credit for the way he has developed players over the years. He has clearly run the club in what he considered to be the right way. Other clubs have thrown money around in search of success but only really Manchester United has shown more sustained success. The club now obviously feel they are in a position to add one or two world class players to the group that they will surely continue to develop. That is certainly something they did with the capture of Ozil because he wasnt one that needed much professional development. Signing Costa would certainly add a great deal of quality to what is already a very strong squad but the message it would send out to the football world in general is also important; he is a player that holds the kind of reputation that pinpoints Arsenal as a team that means business in the search for success. Its certainly the kind of business that transforms the Gunners from top four contenders to true title challengers.
