4. Richard's Hit And Run
Richard Horne was easily in the top five of Twin Peaks' most despicable characters. His talent for self-centred evil made the previous young generation of small town delinquents seem positively angelic.
His worst moment by far was the hit and run incident. Feeling ruffled after an unsuccessful business meeting, Richard takes a reckless drive through town, flaws a red stop sign, and runs down an innocent young child.
It's the aftermath of this scene that's the most agonising to watch, from the grieving mother to the horrified onlookers. Even more profound is the unique perspective on the incident from Harry Dean Stanton's character.
Carl Rodd, who was mostly noted in the Twin Peaks universe for his appearance in Fire Walk With Me, watches mournfully as what appears to be the child's soul floats angelically up into the sky and disappears. It's likely that nobody else on the scene witnesses this part of the event, but Carl's seemingly unique perspective appears to be nothing less than a curse in this setting. We the viewers have the privilege of a unique insight.
