Pulaski didn’t trust technology, so, obviously, she hated Data on first sight. In her introductory episode alone she called him a piece of technology and constantly mispronounced his name while making fun of him for caring.

In her second appearance in Where Silence Has Lease she rejected that Data's personhood altogether and questioned his ability to do his job. "It does know how to do these things, doesn't it?" she asks when Data is ordered to magnify the main viewer with no visible result. It was her disbelief that Data could think creatively that created the sentient Moriarty in Elementary, My Dear Data.

While her respect for him grows a bit over the course of the Second Season, she was still his biggest foil, most likely taking on the android-bullying role Riker would have played if he had stayed true to character for more than five minutes.

Pulaski especially stands out on this list as she was created by Roddenberry for a specific actress he’d worked with several times before.

It’s also worth noting that the character who brought the most amount of oh-so-coveted conflict to the show was also the most polarizing among fans. Some people are never satisfied.
