His name is Scary Terry, and he says bitch after just about every sentence as Freddy often did in the Nightmare on Elm Street sequels. Morty notes to Rick, "Man he sure says bitch a lot!"
There's an amazing joke here playing off the trope of the villain saying you can run but you can't hide. Rick suggests they do hide, because why are they suddenly listening to what this guy says anyway? "If the truth was that we could hide, it's not like he'd be sharing that information with us." And sure enough they hide and immediately lose him.
Because this is Rick and Morty, the writers have to ask themselves the question, "What's Freddy Krueger's home life like?" It turns out he's got a whole family who also have knives for fingers, and then he has a dream about a class that teaches villains how to make puns to the people they're about to kill. It's an incredible parody that clearly came from a place of love for 80s horror.
