2. Bring Back More Old Characters

In a surprising turn of events, Series 12's Fugitive of the Judoon brought back John Barrowman's well-loved time-traveller Captain Jack Harkness, and fans rejoiced. Finally, someone from Doctor Who’s past had turned up, causing trends on Twitter and possibly putting Doctor Who back in the forefront of the public eye.

After Series 11’s clean slate which rarely referenced the past, Series 12 ramped things up and brought back villains such as The Master, the Cybermen, and the Judoon. It’s fair to say that fans were pleased with these changes, but it hasn’t exactly caused a huge spike in ratings.

If other recognisable, loved faces were to return such as Rose or Donna (with a good reason for their returns, of course), it could boost the popularity of the show again, with those no longer following the series perhaps returning. Episodes like The Stolen Earth and Journey's End from Series 4 brought back a multitude of characters for an epic scale Who story, and something like this occurring again could prompt older fans to come back for a taste of David Tennant's glory days.
