5. Matron Cofelia
"Partners in Crime" re-introduced Donna and established her as the new companion after Martha decided to look for a boyfriend elsewhere move on to bigger and better things. The main problem that they faced in London, 2008, was solving the mystery of why Adipose Industry's simple pill was too good to be true, yet apparently working. Donna and the Doctor discovered that baby creatures called Adipose were the adipose (fat) cells literally gaining consciousness and walking away from the body they'd grown from. The only threats to peoples' lives were: a) losing too much fat and getting sick, though people would theoretically stop taking the pills once they reached their preferred weight or b) all their cells, fat or not, converting into little Adipose babies when Matron Cofelia realized she'd been discovered and hit an emergency switch to get all the babies ready at once.
Who is Matron Cofelia? Oh yeah, she's the "nanny" that was hired to create Adipose babies, who refused the Doctor's help and fell to her death. No one remembers her next to the Adipose babies or Donna's sassy re-appearance, yet the Adipose babies are certainly not the villains; no one can help being born, and villainy requires either intent or knowledge and negligence, neither of which newborns have. Matron Cofelia was technically the villain of the episode, but she made almost no impression.
