He has obviously learnt to speak other languages too though, as he demonstrates in Vampires of Venice when he speaks Italian. Either way, the Doctor always ends up speaking the language of whatever place he visits, which is good practise for any traveller. It is always worth knowing how to say ‘hello’, ‘please’ and other basics when visiting another country. It’s not only useful, but it’s pretty polite too.
