Doctor Who is notoriously scrappy when it comes to its budget and resources, constantly reusing props and locations from episode to episode and series to series.

Unsurprisingly then, New Earth also contains an example of this thriftiness. Some of the wide shots of the hospital's underbelly were filmed in the exact same place as the Nestene Lair from the end of Rose - the very first episode of the 2005 revival.

In real life, this location is the Ely Paper Mill in Cardiff, which has been destroyed since these episodes were shot. That's one way to stop all the bad guys using it.
