... in which he admits that he trusts Haley and will not let her decisions change the way he sees her In "Virgin Territory", the truth about the status of Haley's virginity is revealed to Phil by Alex. On a trip to the mall to fix cousin, Lily's, doll, Alex accidently lets on to the fact that Haley is no longer a virgin, though it isn't said directly - presumably to keep young Lily in the dark. Their trip to the mall becomes evermore awkward when the doll repair diagnosis strangely mirrors how Phil feels about Haley knowing Haley is no longer a virgin. While Haley hints that she is still the same person, Phil breaks down slightly. He hugs Haley and metaphorically expresses to her that he trusts her and knows that she is a responsible person who makes her own decisions. At the end of the episode, Phil asks Claire how long she had kept Haley's secret from him. When she admits it had been months, instead of getting angry, he hugs his wife and thanks her for keeping it from him for as long as she could. It's clear Phil is very afraid of his children growing up and growing away from him, but as the series goes on and milestones are met, we see that it is getting easier and easier to accept the change around him. He is one hell of a husband, that is undeniable, but he is an even better father that America's audiences will not soon forget.
