17. Jonathan Byers
Before we get into this, it should be noted that, as far as Stranger Things itself goes, Jonathan Byers is one of its strongest characters. The introverted, socially-awkward teenager with a passion for photography has been at heart of some of the show's most endearing moments and developed immensely over the first two seasons, evolving from a troubled background character into quite the leading man.
Sadly, however, the third season fails to make use of that development (or further it) in any capacity whatsoever.
Unlike some of the other characters on this end of the list, Jonathan was present for almost all of the season's major moments - the only problem is that it never felt like he was truly involved in them.
Sure, he had his photography internship, but we weren't privy to anything he did if Nancy wasn't involved, and that's the biggest problem with his role this season - outside of helping everyone else, he had no character journey whatsoever.
