The end of episode five all but confirmed that Sam would be suiting up as Captain America in the series finale and beyond. He left his wings behind, trained to get damn good with the shield in this hands, and was ready to head out into the world following in Steve Rogers' footsteps.

However, Steve was a super soldier with a distinct advantage in combat, and while Sam can certainly handle himself in a fight, he may need a bit more protection. This could be why Bucky called in one last favour from the Wakandans. Though it wasn't revealed what was in the case he gave his friend, it's hard to believe it's anything other than a vibranium Captain America suit.

The Wakandans have always sewn vibranium through their clothes, so adapting this into a suit for Sam would be no trouble at all, and would give him the most protection possible. This could also come with a new set of vibranium wings after he let Torres keep his old ones.

Since they were destroyed by John Walker, maybe Bucky thought he could do with a new pair that couldn't be ripped apart by anyone's bare hands. Bucky actually tore Sam's wings off himself back in The Winter Soldier, so maybe he's been thinking an upgrade was needed for some time.
