The Falcon & The Winter Soldier: 8 Characters Who Could Still Appear

Thaddeus Ross essentially helped change the entire landscape of the MCU with the Sokovia Accords. He was the one who sent Stark after Rogers, Barnes, and Wilson in Civil War, and it was because of him that Sam had to live as a fugitive for two years, and Sharon is still not welcome back in the USA.

There have been multiple theories as to how the Thunderbolts will be brought into the franchise, with them mainly being divided between the team being established by either Zemo or Ross, but what if it is both of them?

Zemo has proved himself to be a valuable asset to Sam and Bucky, and has a history of taking down super soldiers. Though he is now in the wind, that doesn't mean his use is over.

Say Zemo is ultimately recaptured and taken back to prison, could we see Thunderbolt Ross come to him, offering him a similar deal to that which Amanda Waller offers her Suicide Squad? He is too valuable to keep locked up, and with a highly dangerous John Walker potentially at large, this would be the perfect solution for all involved.

Ross pointed the finger at the Avengers after the destruction in Sokovia, so he may already have earned some level of respect from Zemo, and should the Baron be given the opportunity to hunt down the now super John Walker, why should he refuse?
