The Falcon & The Winter Soldier: 8 Characters Who Could Still Appear

1. Steve Rogers

Though he hasn't yet appeared in the series himself, it almost feels as though Steve Rogers is an active character in The Falcon and the Winter Soldier. The entire story is surrounding his legacy, Sam and Bucky seem to mention him at least once an episode, usually more, and it was his decision to give Sam the shield that ultimately led to John Walker taking up his mantle.

When Sam donated the shield to the Smithsonian museum, he talked about Steve in the past tense, but that doesn't necessarily mean that he is gone. He isn't on the moon watching down over Earth or anything, but there is a chance he is living a quiet life hidden away from the public eye.

With the shield almost certain to be taken back from John Walker after his outburst at the end of episode four, there may be a chance for Sam to reconsider his decision about becoming the world's next Captain America.

If this is the case, Steve could turn up on his doorstep, or Sam could even go to his best friend himself for guidance on what to do next. Hopefully, the original Captain America can reiterate why he passed on the shield to who he did, and help Sam make the decision he needs to make for the good of himself, and for the good of the world.
