While some seem certain that The Wolves are either The Saviours or The Scavengers from the comics, there is another possibility. Way back in season 3 episode Clear, Morgan freaks out and when Rick attempts to calm him down the returned hero shouts "people wearing dead people's faces. Could it be that the show teased who the Wolves actually are more than two seasons ago? In the comics, there's a mysterious group called The Whisperers who wear masks made of walker skin to disguise themselves in similar fashion to how Glenn and Rick evaded the walkers in the first season.
