8. Dr No-Face - Detective Comics #319 (1963)

Paul Dent was a brilliant scientist in Gotham who built a machine that could repair any wound or scar. A low-life thug called Bart Magan kidnapped Dent and impersonated him, believing he would receive millions from investors once the skin rejuvenation machine was proven to be a success.

But when Magan activated the device, it malfunctioned, erasing all his facial features. Dubbing himself Dr. No-Face, Magan went on a crime spree, destroying any art depicting faces including busts, statues, masks, and paintings. When Batman and Robin got wind of the new criminal, the dynamic duo headed to Mt. Gotham, assuming the faceless villain would strike there next since the cliffside had a carving of Batman's head.

Sure enough, Dr No-Face showed up, allowing the Batman to apprehend him. In the last page, Robin implied Magan would get plastic surgery to remedy his deformity but we don't know for certain since we never saw him again.

Considering he's a deformed villain with an unhealthy obsession that he incorporates into his crimes, Dr. No-Face feel like he fits right at home in Gotham. He may have a ridiculous alias but it would be interesting to see Batman battle Magan again face-to-... head.
