An early pioneer of incel culture, Codpiece starts out as a young man convinced his bad luck with women isn't because of his poor personality, but because of the size (or lack there of) of his junk.

Even when given a pep-talk by a peppy sex-worker who tells him "it takes all kinds" and encourages him not get so hung up on his insecurities, he only hears insults. He decides to take matters into his own hands by making himself into the super villain Codpiece in issue #70 of Doom Patrol.

His outfit is fitting of his new name. The main focus of his suit is the exaggerated codpiece that contains all sorts of villainous weaponry like boxing gloves and a rocket launcher. Unfortunately for Codpiece his outfit is also just a big old advertisement for all his insecurities, which allows him to be easily taken down by his emotional weaknesses.

Coagula simply uses some ham-fisted feminine wiles to momentarily distract him before melting his weaponry into a useless mess.
