It isn't mandatory, and there are no written laws in the sport stating you must do so, but it is generally considered good practice. Someone should have told that to Pat Nevin as Chelsea won a spot kick against Manchester City. He placed the ball on the spot, and just swiped at it immediately afterwards. The ball trickled across the floor into the grateful arms of the goalkeeper. Appalling.
