Is Mister Fear a dumb name?

Yes.

Since he relies on a fear-emitting toxin, isn't he just a carbon copy of the Batman villain, the Scarecrow?

Pretty much.

However, this skull-masked maniac is one of Daredevil's top-tier rivals, especially the third incarnation, Larry Cranston. Using chemical agents, Cranston can turn the strongest warrior into a whimpering mess, or his own personal slave. He also injected himself with a special compound which renders him immune to fear.

Although he perceives ol' Hornhead as his nemesis, he doesn't want to kill him. Instead, he wants to destroy him.

Using his fear gas, Cranston left Matt Murdock's friend and his wife so deeply psychotic, they murdered innocent people. Although Daredevil got his revenge by beating the crap out of Cranston, he didn't care in the slightest. Immediately after the brawl, Cranston went to the police and confessed to all his crimes. Since Matt's friend was left irreversibly insane and his wife was locked up in a mental institution, Cranston happily went to jail, knowing he had broken the Guardian Devil.

Even though Daredevil is renowned for being fearless, it's obvious that he's genuinely terrified of this insidious figure.
