4. The Governor - The Walking Dead

With The Walking Dead, you either hate it or you love it, and the same would seem to count for the Governor. The main cast initially came across Philip Blake when they found Woodbury, where he reigned as leader, and at first, he seemed like a decent, charming guy. That quickly changed, and everyone soon figured out he was a lot more than what he pretended to be, and none of him was good. The Governor kept his daughter-turned-zombie captive for a long time with the hope to cure her; he staged gladiator/zombie fights; he had no problem killing anyone to stay in power. And while he did everyone a favour by killing Andrea, the manner of the killing was still pretty much the actions of a scumbag - leaving her with that turning walker, like a time bomb. The grand climax of it all was when he went insane and mass murdered half the (innocent) inhabitants of Woodbury, and fled. He went on to get himself a makeshift family in the fourth season, lied to them, and randomly killed people in the group he was with to get leadership status again, before eventually rousing them to attack the prison again, now with a tank (which was admittedly pretty cool). In short, he's just not good people.
