While it was certainly the Power Broker who messaged Karli in episode two, and almost caught the Flag Smashers before they were able to fly away, their identity is yet to be revealed. But what if they have already appeared in the show, just without revealing their alter ego?

Isn't it a bit of a coincidence that Sam and Bucky travelled across the world to track down the super soldier serum, only for Sharon Carter to already be in the exact same place. She said herself it was too perfect, so maybe it was.

She has made her living on Madripoor from selling on stolen artworks, but who is to say that's all she's involved with? Though it wasn't shown, Sharon found out where they could find Dr. Nagel, but what if it wasn't shown because she didn't have to find anything out, but instead already knew where the scientist was because she is the Power Broker herself?

As soon as Sharon entered Nagel's lab he looked to her, which may have been nothing, but it may have been recognition since she was his boss. It's hard to know right know as this is the exact moment Zemo chose to end the scientist's life.

The final piece of the puzzle could be Sharon's conversation with her associate, whom she told about a couple of problems they have once the titular characters left the island. It is certainly possible that she was referring to the Falcon and the Winter Soldier getting ever closer to learning her secret.
