Originally just "The red haired !*$%," Ros' character was given more scenes and a name due to her impressive showing in her first scene. George Martin then said she should probably have a name if she would keep appearing.
If we've learned anything by watching Game Of Thrones it's that being an interesting and charismatic side character is tantamount to asking a Clegane to take a little off the top. Ros was no exception.
While her death served to remind everyone about Littlefinger's low character and evil intent it still felt largely pointless to the story. She had leaked information to Varys and while this is relevant it felt more like Ros' continued presence was becoming problematic for the writers more than it was for the story.
In closer proximity to Joffrey's death, this would have had a lot more impact, but as it was the writers missed a massive opportunity and Ros died incidentally.
