9. Zemo Taken To The Raft
After Zemo's escape from the Wakandans in Latvia, he headed straight for the Sokovian memorial. After the events of Age of Ultron, the country has since ceased to exist, with its neighbours essentially picking it to pieces, and this was the first opportunity he had to pay his last respects.
Bucky followed him there, but decided not to kill him. Instead, he allowed Ayo and the Dora Milaje warriors to take him away to live out the rest of his days in prison. Interestingly though, Zemo wasn't taken back to the country whose King he killed, but was instead taken to the Raft.
This is the prison designed for powered people where Sam, Clint, Wanda, and Scott were kept after the battle at the German airport. In theory, with it being in the middle of the ocean, it should be inescapable, but the Avengers have done it before, so is this really going to hold Zemo as well?
Though the character seemed almost at peace with his fate, his appearance in The Falcon and the Winter Soldier has simply confirmed that he is far too valuable to the MCU to keep him locked away. Hopefully, there will be a post-credit scene in the finale that shows Contessa picking him up like she did with John Walker. Zemo has already worked with one super soldier, so why not another?
