3. Inspector Phoebe Green (Fire)
When important members of the British parliament suddenly burst into flames, Mulder is brought onto the case by his old classmate and ex-lover Inspector Phoebe Green due to the case being very unusual.
This beautiful energetic British inspector literally bursts back into Mulder's life through a practical joke after being away from him for over ten years. She might be one of the first real glimpses into Mulder's past fans see in the show besides the first episode, though Scully's intense jealousy of Mulder's old flings also begins in this episode.
At first, Phoebe seems like a great ally to Mulder as she goes along with every one of his crazy assumptions, hardly arguing with him and flirting with him almost immediately, even reminiscing on an intense night they had on Sir Arthur Conan Doyle's grave. But as they slowly begin to reminisce about their past love life things begin to get far more complicated.
Mulder over the course of the episode revealed to Scully how complicated his relationship to Phoebe was, talking about how she knew that he was afraid of fire and even bringing up how she had constantly played jokes and mind games with him. Mulder even brought up how she had cheated on him which ended their relationship.
Despite their past ending badly Scully accidentally finds them dancing and kissing most likely on the way back into their old relationship until Phoebe is caught by Mulder kissing the man she was supposed to be protected from the arsonist. This showed Mulder that she hadn't changed at all as was just using Mulder for the case, ending their friendship permanently and breaking his heart one final time.
