Alan Brennert’s Batman: Holy Terror answers all those questions. In this series, the version of Bruce Wayne is a man of God, about to join the clergy.

Set in an alternate timeline where Oliver Cromwell didn’t die, twenty-two years after the death of his parents, Bruce Wayne was ordained as a priest when approached by old friend Jim Gordon who explained his parents’ death was not a random mugging but a state ordered execution. Bruce investigated further to have the truth confirmed by his father’s friend who also reveals his parents were anti-government radicals who helped victims of the draconian state laws of this reality. Enraged, Bruce vowed to tear down the corrupt system but knows he could not do it as a reverend. Bruce later unearthed his father’s old bat costume and donned the garb to become The Batman.

Upon further investigation, Batman located a secret government facility full of meta-humans that had been experimented on including Barry Allen, Zatanna and Clayface, as well as the corpse of an extraterrestrial being. Batman finally found those responsible for ordering his parents' deaths but knew he could not kill them because of his moral dedication to God. With newfound motivation from his lord, Batman vowed to smash the abusive and deceitful government, no matter how long it took.
